Brand news install and database.

-created a machine\local user and gave dbcreate on local sqlexpress

-database was created by machine\local user during the setup wizard

-in the web ports under settings area if I create anything, i then can not delete it. but I can edit the item I created. This is everywhere like I can create a new SMTP, then delete it, I get the confirmation popup, but it does not go away, same for event actions, once an action is create, I can not delete it.
